Neighborhood Electric Vehicles (NEVs), are low-speed vehicles, which are only legal to operate on neighborhood streets where the vehicle does not exceed a top speed of 25 mph. Federal Regulations Support NEVs

In 1998, the Federal Vehicle Safety Standard 500 reduced the federal safety requirements for four-wheel vehicles with a gross weight of less than 3,000 pounds and a top speed of 25 mph or less. However, manufacturers of low-speed electric vehicles are required to incorporate many basic safety features like seat belts, headlights, brake lights, reflectors or running lights, rear view mirrors and turn signals. Owners of neighborhood electric vehicles can customize his or her vehicle to meet the specific requirements for the vehicle's intended use. To allow for ease of access, many models of NEVs do not have doors while other models may be fully equipped as a work vehicle. Safety Standards for Utility Vehicles

The National Highway Traffic Safety Administration has a legislative mandate under the United States Department of Transportation code for motor vehicle safety assurance to issue Federal Motor Vehicle Safety Standards and Regulations that manufacturers of utility vehicles, low-speed electric vehicles (LSVs), neighborhood electric vehicles (NEVs) and street-legal golf carts must meet. The U.S. Office of Vehicle Safety Compliance has the role of ensuring American consumers are protected under Strict Liability Laws against unreasonable risk as a result of the electric utility vehicle's design, construction or performance.

The neighborhood electric car (NEV) is a special classification of low-speed electric vehicle (LSV) created by the NHTSA for use on neighborhood, subdivision and city streets. Regulations for operating a NEV differ from those that govern full-figured electric automobiles or green cars. Listed below are key regulatory differences:

  • Speed-Neighborhood electric vehicles must obey a maximum speed capability of 25 mph.
  • Chassis-NEVs must have four wheels. Three-wheel vehicles do not qualify.
  • Street Status-Most states recognize NEVs as street-legal electric vehicles but usage is restricted to roadways with a
    maximum speed of 35 mph.
  • Gross Weight-Neighborhood electric vehicles must weigh less than 3,000 lbs.

NEVs do not require special charging stations. Most neighborhood electric vehicles can be charged using a standard 110v electrical outlet. Some larger utility vehicles may require a 220v (like your household clothes dryer) outlet. Generally, the limit operating range of less than 50 miles is enough to discourage any thoughts of a highway road trip. Like most vehicles with restricted speed, the neighborhood electric vehicle can be "hopped up" for an additional 10 mph. However, the added speed will place your vehicle in a category with stricter NHTSA regulatory requirements.
